It would be very nice, but the problem lies in his largess. The Genesis and subsequently it's emulators can only handle 15 colors / palette line and an uncompressed box of 64 pixels square. This sprite has 21 (maybe 23 if I would like more depth to the purple) colors and goes up to like 94 by 80.
Some solutions that Sonic Team made is to make more palette files for Sonic and Tails. Also they busted the final bosses for Sonic 2 and 3K in pieces so that they can work. I am not as good at programming in Assembly for the Motorola 68000 to do that though. I might use Unity to make an engine and subsequently make a fan game with him and some other forgotten characters.

Oh yeah, that's...that's true. Hacking isn't easy, that's for sure, and while I thought it would be neat to try, I never really got anywhere, either, especially since the palette would be different than the sprite I had on hand. <w<;
A fan-game would be awesome, though, and if you could get it off the ground, I'd love to try it! ^w^
