Technically both. Having fox in me makes my fur very fluffy and my tail is very bushy. Floofer mostly in winter or when it's really cold, fur thins or thickens depending on the temperature and how it feels in the air, but other times? I don't really have thick enough fur to qualify as one, though I'm rather fluffy with a bushy tail. Most of the time, I would be a poofer. My fur poofs up whenever I get surprised, startled, or scared, though it's mostly from being started or surprised. I tend to look like a rather large poofball due to the size of my belly. Groping my ass randomly often causes that, random pokes, grabbing me without warning might do that, things appearing out of nowhere, suddenly popping up in front of me... several things lead to me poofing up. Personality wise, I'm probably more of a floofer, and I can fluff myself up, but can be easily startled into poofing up. I can change the thickness of my fur willingly, but it's a natural thing for it to change on its own depending on the temperature.
Other than that, this is completely adorable.
