Former military base turned children's asylum. This base was in operation until World War 2 as Fort Dupont, closing at the end of 1945. After that it became a home for children with disabilities. The place was infamous for the treatment of children held there, and closed in the mid 80's.
Since then its come to serve a variety of purposes, one side a drug rehab center, another a VA hospital, and other buildings and property set aside for selling off state property like government owned vehicles.
This building is labelled as a Library. No doubt its been derelict since the children's home was closed down. Its also seems to be sinking into the ground. The roof sag matches the sag in the floor, which seems to be built on a bad foundation.

Unprotected exposed wood tends to deteriorate over time, particle by particle. Moisture penetrates it and expands it during the wet of winter and spring, and then the sun-drying accelerates its aging (shrinkage of wood “fibers”) during heat of summer and early autumn.
Eventually the structural integrity of the building will fail and it will give way, collapse, and continue to break down and return to the soil.
