In Edo era japan, these weapons were used by said era's law enforcement authority, whom also served as samurai, as a police baton of sorts.
Apart from the shaft, which was obviously used for striking, the attachment next to it was used to catch and restrain an opponent's blade, and to protect the user's hand from said blade. This was useful, considering that most ruffians that Edo era policemen had to contend with, carried knives and other bladed weapons.
It is acknowledged that when western influence in japan started to increase, these same policemen prowled the streets, ready to engage any and all lawbreakers, be they local or foreign. One story tells of drunken European sailors being put in their place, by Japanese policemen from that time, who were also retired samurai.
