Some Kind of an Bear Seal Hybrid mix.
The Strange story behind it i want to start with a Bulbasaur. But the only Part that look correct was the Back feet, so i turn it into a Bear and add the Head of a Seal. I am not sure about the shadow. I think i find a better Way to draw shadows and to let them more Realistic.
I know the fish look like a "patrician wrasse" and they don't live at Cold Water. Artist Freedom

Tip 1: Try and think to where the light source/s are located. Draw a line from the center of the light source to the object the light will be cast upon. Shading should occur where light reaching upon it is weakest.
Tip 2: I normally take my putty eraser, mold a crude shaped representation of what I'm drawing and shine a light upon it from different angles.
