Meiying is a female hard cycle Penitatas panda (framed for assault) and she is a Pandaren (or so their ancient race named themselves).

The eye on her belt is the symbol of the Pandaren Clan called the "Eye of Pandaria" and the legend has it that their 12 gods saw the plight and gave 12 Pandarens (The original Counsel of Elders) the strength and wisdom to overthrow their captors.
