The image depicts Jaspian the fennec fox at a rally with his banner hanging everywhere making his victary speech before masses of fanatical supporters.
Yes - it is supposed to look like a Brownshirt rally. That's part of the joke. (The skit was all political satire)
The picture was done fairly quickly. It was sketched with a #2 Bic Mechanical Pencil, and everything else was done in photoshop.
