This is tribute art for Fallout 3, featuring Jaspian in place of PipBoy in a 1950's-style advertisement in the Fallout theme.
Per usual, artwork was done with a Bic #2 mechanical pencil and then photoshopped to be pretty. Tears are taken from the Fallout 3 teaser poster (Bethesda), and the nuke is a heavily-modified picture of the Los Alamos test - the first manmade atomic explosion in history.
