This is extremely adorable! Isabelle's face is so happy as she appears ready to strut about the town. Perhaps it is a town ordinance to help make the city have a more relaxing scent to it? The citizens could be really stressed over something and some soothing powder clouds could help make everything a lot calmer until the mayor can work things out for a more long-term solution. :)
