You mean how it was an ad campaign to entice unwitting travelers to its mediocrity and trap them by charging vast amounts of money for what very little it has to offer?
No, it actually started out as sort of a joke, because there's still a law on the books in VA that states - It is illegal to have sex with the lights on, and one may not have sex in any position other than missionary. However, most have forgotten all about this law and simply keep using that motto as the official state motto x3
