A tiny tip on bird wings. Unless the bird has been severely clipped, the long outer flight feathers (the final joint of the wing) are missing and the little stub bit you have would normally be tight against the leading edge of those feathers. So the impression, if unintended, is that the bird has been clipped and only the limp end is dangling out there.
