This is Kitano-sensei. He appears in Act 6.

Humans in Cele Trei Creaturi are not designed to transform like the Vampiric Species are. In fact, using magic to transform your own body is dubiously reversible and extremely dangerous, because when you mess the tiniest thing up you usually end up dead or severely deformed. Basically it’s not something humans ever really try to do.

Unfortunately for Kitano Kurou (北野 黒男), he was an idiotic teenager with a genius-level IQ and a passion for magical engineering and biology. It didn’t turn out well for him. His right arm joints higher than the left, and also has an almost non functional thumb. His right leg is longer than the other so he has a very pronounced limp. When no one is around he will walk on all fours.

He is a broke med school graduate living in an apartment in CTC’s “Japan”“ and specializes in magic related injuries, curses, and diseases. He’s unemployed, as his appearance makes him seem like a quack to any potential employers and he’s stuck taking clients who either can’t afford a regular doctor or can’t see one for shady reasons. He writes surrealist short stories for art magazines in his spare time.
