If there is a type of sequel, or expansion into this game's world I really hope there will be a way to really save him. There is also that that thing at the end of the Genocide run would most likely just not give up on its gaol to destroy everything.
It could be possible that the soul of Chara, the first child, got separated from Asriel's at the end of the Trur Pacifist ending, which in turn freed that thing to try again. Assuming that that demon possessed Chara in the same way that it would have possessed Frisk in the GR. After all, at the end of the GR it is somewhat implied that the personality in control of Flowey right before he is killed is completely Asriel.

He doesn't have compassion, but from his little reboot chat he clearly has memory. He's choosing to stay behind, so we have to assume you've somehow managed to bring the best out of him.

Someone has to stay to take care of the flowers.

It's implied that he will lose his capacity to care once again. It's why he asks you to remember him as he is and not to think of Flowey as him if you ever see him again. That said, his Kill or Be Killed mantra is also broken so he might be less malicious if still uncaring.
