Knowing he was supposed to be a bisexual option in ME2 makes it even more frustrating to swallow.
A lot of bisexual options were scrapped in ME2, including Thane, Tali, Miranda, Jack, and I believe Mordin.
I could totally believe Garrus as a bisexual guy in the games, especially since in ME2, he admits that FemShep doesn't physically attract him.

I had a source for Garrus somewhere on the internet, but I can't seem to find it anymore.
However, there was VonVerrikan and Meken/ChillChell arguing with someone back in 2011 on Deviantart who said "i'm all for gay rights but i don't think there should be gay relationships me 3 you know garrus jacob mordin grunt joker and thane are straight", and then Meken answered : "No, they're not. It is never stated anywhere in the game that either are specifially only into women/females. [...] Garrus was also meant to be a male love interest in ME2 but it was removed because of developmental constraints."
Although this isn't from an official source, knowing Meken, I'm willing to believe it. Also, the reasons why he would do FemShep in ME2 pretty much give it away that he is into Shepard as a character, not as a woman nor a human. He himself states that he isn't especially attracted to her kind, yet they still can end up together.
Technically, MaleShep and Garrus are "bros" only in ME3, you can be an asshole towards him in ME1, and in ME2 Garrus doesn't talk that much, hell, his romance portion is like half of his dialogue on the ship. Garrus' dialogue with a non-romanced FemShep is almost identical to his dialogue with a MaleShep, there's just a few different lines here and there, so in ME3, Garrus would be a bro to FemShep as well in this situation.
That said, for Jack, we know she has a lesbian past, but I dunno if her relationship was cut or just not intended. That would be weird to establish a lesbian past for her and purposefully not using it.
Tali I heard that from a friend... don't know if that holds much water. I actually have a harder time believing a FemShep X Tali rather than a MaleShep X Garrus to be honest.
Mordin I screwed up ; there's proof he's at least gay in ME2, but unromanceable. Nothing about a bisexual relationship.
Finally I saw this somewhere...
"There was also a small amount of cut dialogue for a Femshep/Wrex romance. It wasn't actually cut from the game, per se, they just never went through with it because it didn't make sense to the story. Hale did say though that Steven Barr had one of the best seduction voices she had ever heard after they went through a few practice lines in recording."

As much as I want to believe that I wouldn't trust a source from anyone outside of BioWare.
Garrus hasn't been seen flirting with men in game, period. If he truly liked Shepard as a character then BioWare would have kept him as a bisexual love interest, but throughout the trilogy he's shown only an interest in Fem!Shep, Tali and the female turian in the Citadel DLC, all females.
Jack didn't mention having a lesbian experience unless you mean that couple she hooked up with. She could not have been into the girl at all and was just being used as that is what her whole background as been: being used by other people and she's tired of it. If you mean when Shepard question Jack's ties with someone and Jack asks if Shepard means a boyfriend or a girlfriend it just means the world Mass Effect is set in is more open and tolerant world then the one we live in which we've stopped assuming that anyone and everyone is strictly heterosexual.
I can't imagine Tali in a relationship with Fem!Shep; she's more of a younger sister to Fem!Shep than anything else in my opinion.

As I've said without official sources it's hard for me to believe all of this is even true. I can believe Thane, Miranda, Ashley and ME1 Kaidan originally being bisexual because there is unused dialogue in the game's files on the discs and they're up on YouTube. Before I use to be a pretty gullible person, but after certain events in my life I'm skeptical to believe most things, so it's hard for me to take things on faith.
