It's sharpie on plastic mesh.... blends really easily.

=D looks awesome, I'm just wrking on a pair of eyes right now, where would you advise I got the mesh from, I tried the hardware store and they didnt have any..

I got the plastic mesh from a fabric store in the needle point section. They usually have just the regular fabric kind, but you can luck out and find plastic needle point fabric every once in a while.

Wow, the detail in the color is great. What did you use for the whites of the eyes though? Someone suggested a plastic bowl, but it gave my eyes a funky curve to them.

These were cut from a bowl as well, and that curve is actually really effective if you've got it going the right direction. Just make sure the curve is from side to side not top to bottom.
