You're thinking of Persona Q. It has P4 characters in it, but it's a completely different game.
There are several Shin Megami Tensei games (Persona's actually a massively popular spinoff series from SMT) on the 3DS, though, and I'm told that they're all really good. I've been playing SMTIV, and it's a good game. Soul Hackers looks like it has a more interesting plot, but I could be wrong.
SMTIV's also the first SMT that I'm trying to beat without a walkthrough, and it's pretty tempting to use one.
