It depends on what the animation is. It's mostly just time consuming. Unless it's something real simple like an eye blink! What're you wanting to animate?

Well, that could be a little more complex! I've tried it with long hair and there was so much to consider.

Short hair would probably be less time consuming. It'd help if you're using a program that's got a timeline built into it so you can easily check your process as you go!

ah. So do you make yours in paint? or is there a better program or process for it?

I use aseprite, mostly. Sometimes pyxel edit. Both cost money, but they're really inexpensive. Like $7 for one, and $9 for the other, I think. And it makes your life a whole lot easier. Both have a timeline built in. There is also Graphics Gale, which is free. And a lotta people swear by it. It also has a built in timeline, but I never could get it to work, but Jetpack had no problem, so it was probably just me! So, you could go that route first if you just wanna dabble before spending any money.
