also..how do you change the logon screen picture? or did you mean desktop

In windows it's just a matter of swapping out certain files depending on what version. With Mac OS though I'm sure there's some slightly less fiddly way to do it.

I don't mean desktop, I mean login screen.

The easy-but-not-free way: get Visage.

The slightly-complicated-but-free way: get Secrets, put your new image into /Library/Desktop Pictures, then visit the 'system' pane of Secrets.
