I had tried that before but always ran into issue that I have alot of "noise" from paper itself, and my pencil drawing tend to have shading instead of crosshatch, so trying to pull contrast out would "kill" shadows

Did you ever tried to actually "ink" digitally basing on the underlying image? To some degree can be done with mouse even, Photoshop got those outline tools that allow create path, then strike it through by certain brush and tool. There is altenative to airbush - to use flood fill on semintransparent layer, even gradient shadows can be done this way. I think, PS allowed to fill area with hatch too, but I'm not sure, never was interested in graphical way to do that <.<

I never learned how to use paths and some of the other more esoteric tools, alas. I sometimes "draw" by creating a line between two points, to fill in where lines are weak. On occasion I've had to boost almost the entire drawing that way.
