Usually, you have to wait a turn after you put down a Pokémon to evolve it. Wally is a supporter card that let's you search your deck for a Pokémon that evolves from one you have in play and evolve it. This is usable even the turn when you play that Pokémon. Using Wally, I can get a Pheagle on turn one with Phil in play. Using Pheagle's ability, I can get any Pokémon, even a Stage 2, and play it on the bench. Besides the lack of playable Stage 2 Pokémon in format, that ability is OP.

In the TCG, there are three types of Trainer cards: items, supporters and stadiums. Items can be used as often as desired, and the effect takes place instantly. These are generally discarded after use. Supporters generally have more powerful effects, but you can only use one total per turn unless something says otherwise. Stadiums have a passive effect on the game, such as making poisoned Pokémon take more damage. Yu can only play one per turn, and if one is in play when you play it, the previous stadium gets discarded.
i played the tcg when i was young. still have the promo legendary birds from seeing the movie. also, i have stadium and snap for n64 as well as gold(can't play it, no gb/gba) and yellow(transfer pak for stadium means i can still play it) along with a few other collectibles(mostly just kids meal toys) among the collection. i remember the mechanics well enough to be sure that the rules state that you can only play the stage 1 evolution on the named basic card, therefore you'd never end up being able to play pheagle without phil unless a specific card overrides that rule. good luck getting the "super-rare" phil adler card, bro.
