short light blue fur OR fleece undersides with a pattern sewn
short white fur,
long blue mane (fluffy),
and longer blue tip.

How big are you looking to have it? Would you want solid fluff, or a bit of a wire core to help with shape and "springy-ness"? How much of the Blue/Cyan gradient would you want in the long fur? Also, how long of a pile? Short generally refers to 1-2 inches while long can be 3+, but cost will be based in part on the fur selected.
Do you have a set budget, or price range?
My Maid Marian tail has been through a lot over the past year and a half while still holding both it's shape and the general fluffy-ness of the long fur. I recently put a zipper in it so that the inner pillow can be removed and the outer fur washed (very important since I wore it while tubing down a river and in a downpour at a local Ren Faire).
I use a combination of hand and machine stitch and I'm very meticulous when it comes to the quality of my work. Send me a message if interested in commissioning with the answers to the questions above and I can get a quote together for you.

I wanted to wait a week or so before choosing someone, so I'll let you know in a few more days.

Sorry for the slow response. I've been busy with a convention.
I try to match the fur first. Most of the markings I've done have been sewn in, though I do have an airbrush, hence the question about the gradient. I have some ideas on how to do it using just two colors of fur, so it wouldn't bleed or wear out, but I'm not sure how gradual it would be.
Unfortunately I didn't get images of the few other tails I've done before I sold them as they were done and gone very quickly, with the exception of the hubby's rat tail. :(
