It's a dumb thing much later in the game. Basically a huge copout to sort of avoid complications in the story since MGSV takes place at an early point in the timeline.

A shame he didn't have an editor with balls to tell him to stop being a man-child and actually try and make sense for more than just his 1 hour rambling speeches using a thesaurus to reference the title of the game 20 times in slightly different words... otherwise they might not have told him to stop shoving his name all over their shared IPs and go find somewhere to chill out for a while.
