Sadly, since FA is literally a shit heap, I cannot use this for its intended purpose of being my icon on here.
For some reason, the icon limit is 55KB, just enough space to get through my modem from 1995. Without buturing the quality to standards lower than an Atari game, I can't do it.
If anyone else is a master at cutting down file size on .gif's, then please be my guest.

I figured it was an issue with the thumbnail I added after submitting didn't work.
So I removed, hoping that uploading it again would place the thumbnail instead of just whatever preview that FA decided was the best for the gif.

Have you asked the artist if they can shrink the file size for you? I think it basically has to be in the 100x100 pixel size for FA to let you use it as your icon. It should be fairly easy for the artist to shrink it from their original working file. I only ask cause the artist has an icon like this as their icon, so they must know how to do it, haha.
