This is Kusuha Mizuha, also from the SRPG "Super Robot Wars" She was chosen by the Dragon Chokijin as its host.

She used to be proficient in weilding a sword [The mountain Breaking sword "Hazanken"] in the earlier installments of the game but the game designers later shifted her skills to the Staff and Her Elemental Magics.

Here she is using her finisher, the "Shijin Shinka Hakkejin" where she drags the enemy into a pcket dimension and burns them away in Holy Flames.
