I didn't upload the video yet, but it's the character who drives this one. He can turn by rotating the handle like on a bike, but I'm not sure about how he's accelerating on this model, I guess it's like some small motorbike with the handle too. On the model we have in France it's like small motorcycles and the accelaration is by the handle.

Rabbit can't steer it, that's a precarious perch, he needs those handholds to keep from falling off, plus his sightlines suck.
Steering control arms connect to that white column that rises into the big pin whatsit, so that column needs to twist to steer the vehicle.
Therefore, Driver is in big pink whatsit, most likely in 'kawasaki mototcyclist' pose on his belly, using peepholes we cannot see at this distance, and probably in headset walkie-talkie communication with roadside ground guides.
