It's a random featherthings , not any anatomical correct nor do feathers follow a fully correct body growth.
That picture had no other purpose then to practice the tradtional drawing.
I think that the first step will be to learn to draw the inklines more decent and less hard.
It looks just too chaotic and rough this way.
