I believe it turned out quite nicely, yes.
As for the feathers, it seems more textured towards fur than feathers. But looking at a bird (i.e. falcon) close up, it's rather a nice challenge to try to make it look like such without heading to shade "short hairs" instead.
None the less, doesn't take away from it.
My only few issues would be the beak area; typically may be too long in size or the nostrils may be too large for the sizing.
And the other would be the definitive line between the upper muzzle and the lower jaw (lips, if you will). Perhaps a tad more contrast. The one on the beak is done beautifully.

Sadly I am not able to paint eagle-like feathers with my current skills, but I hope I am someday.
I knew that something is not right with the beak, but could not figure it out by myself, thanks, I will try to improve it.

I really like what you did with the helmet thing and his eye, and using a clear background for something colored with dark tones allows you to distinguish shapes and colors even better!
