no problem, i was in the same place as you four years ago... even the same age probably, it was my junior year in highschool when I really tried to improve as an artist.
A good strategy is to use the "don't break the chain method" it makes you improve much faster. draw at least a little every day.
another piece of advice that I wish someone would have told me back then is to NOT TRY TO DRAW EVERYTHING FROM YOUR IMAGINATION. use references! try to draw things from nature or pictures. If you just try to think up things that you draw, it won't come out even close to how it would if you were looking at a reference.

I think you will find it much better than MS paint, which is a POS and has nothing good in it.
