Radical fascist Islam and Islam are two different things, something a lot of people don't seem to understand (I know you're one of the few who does).

The 'prophet' Muhammad lived three lives. At first, he was peaceful, seeking tolerance and peace with all. This was a less-than-successful time in this false prophet's life.
Next, he turned to civilization overthrow and 'modification'. Instituting a way of life that is in line with the teachings of Islam. This is where we get sharia law from, the law that calls for the stoning of homosexuals, and adulterers. This phase enjoyed some success in the region, but was still stunted whenever it would encounter a properly defended populace with a different sense of 'moral right and wrong', a civilization which had the means of defending its views.
Lastly, and for the longest period of time, Muhammad became military. This was also when Islam enjoyed its greatest arc of growth. When they took up arms to force their views on others, not surprisingly, they were far more successful. This was a very brutal time, during which beheadings were very common, and 'death to any who do not believe as we do' became the order of the day.
Muslims today adhere to one or more of these three. Many Muslims the world over only adhere to the first teachings, of peace and tolerance. Hard to say if this is a simple majority or not. The largest group is the second. It is worth noting, that Sharia law is -antithetical- to the U.S. Constitution. Many 'moderate' Muslims would still want to see Sharia law enforced world wide.
The so-called 'radical' Muslims are really just following the most successful example that Muhammad left. They even see themselves as the 'true Muslims' the only followers of the 'true Islam' in their view. This is why they kill so many of 'their own' (other Muslims). Killing them because they aren't 'true'.
This is why they scream out the things they do when they commit these acts of terror. We need to see more outcry from the 'moderate' Muslims of both types, but we should never forget that those who believe Sharia law is somehow better than our laws and Constitution, they are our enemy as well.

A Radical Fascist is still a radical fascist no matter the religion or government.

The bumper sticker and your picture reminds me of a statement in Canada made to the media shortly after 9/11.

First... LOVE the stickers!! For other things... I would love to say some things but know I'd be ranting about what Islam really means.

Well, I do have some questions, but they more revolve around the hypothetical bureaucratic logistics surrounding such a permit.

Would it be a federal license, say issued and controlled by an office such as the DoD or an investigatory body like the FBI or CIA? That said, would the recognized holder of such permit be given extra-government allowances culminating in private citizens suddenly being thrust into the role of arbiters of state and federal policy? Given the no bag no tag rule, does that also clear responsibility of the holder of the permit from corpse retrieval-- thus, if the permit holder were to track, locate, and dispatch an armed member of ISIL in the streets of a metropolitan city would it be then left to an organization like Waste Management to dispose of human remains? Further, given the no bag no tag rule, it can be postulated that ISIL members are to be regarded as non-game animals (such as coyotes or pocket gophers) and therefore will the holder of an ISIS hunting permit be allowed to do whatever he/she wants with said human remains? After I kill some balaclava wearing, camo sporting brown type carrying an AK will I be allowed to mount his head as a trophy next to the Johnny Manziel fathead in my rumpus room? Can I make a cage with his bones, or use them to flavor a soup?

Given the juxtaposition of the ISIS permit and the Hello Kitty-Punisher stickers, can it then be gathered that individuals will also be given no regulation as to what type of firearm the holder of the permit is allowed in dispatching the member of ISIS? That kitty seems to be holding up an AK-74 (what with the extended muzzle brake and the magazine color matching the forward and butt stocks), thus, are all firearm types and manufacturers allowed--even ones violating previously and continuously held ATF policies regarding imported and fully automatic weapons? Again, say I track and locate an iSIS member to a nearby shopping mall, and the only firearm I have ready is a .50bmg bolt action rifle, am I allowed to use such a gun in dispatching the ISIS non-game animal, or do rules concerning backstop and line of sight still apply?

And on that line of surrounding area, would the permit allow me to hunt and dispatch ISIS members in the territorial United States, or do I have to travel to their known operating areas in Asia and Europe? Does the holder of the permit need to show a conscious and notable effort to make plans to travel to the quarry's area? It would seem a fool's errand to apply for such a permit and merely remain in an area the expected quarry will predictably never enter-- a place of such geopolitical insignificance like anywhere in Wisconsin, per se.

Finally, is the permit able to be grandfathered into a more contemporaneous holding? After all, the international recognition of the group was changed from ISIS to ISIL in mid-2014, and the group has only recognized itself as DAIISH. Will the holder of the permit be allowed to kill anyone remotely associated with the group? What constitutes membership in ISIS/ISIL/DAIISH in accordance to the permit? The complexities become bewildering- I can only imagine a well meaning individual, cruising through the streets while performing their tip-based food delivery job suddenly seeing a balaclava-and-camo wearing brown type, jumping out of their rattletrap car and dispatching the fellow, only to find out that the guy was a PLO fanboy and absolutely detested ISIS. While some would argue it's more of an issue of semantics, the office and agency of an ISIS/ISIL/DAIISH hunting permit certainly has to hold particular compartmentalization. Afterall, given ISIS/ISIL/DAIISH's intention to convert the better part of the world populace to Islam, and their also held belief that everyone WILL convert to Islam, could it not be argued that the logistical endgame is that everyone is POTENTIALLY in ISIS/ISIL/DAIISH, already? That said, would this permit allow me to hunt anyone with the POTENTIAL of joining ISIS/ISIL/DAIISH?

So, yes, there are quite a few questions.
