A bored prince is sent by his father to a strange school against his will. His better judgement should have told him not to satisfy his idle curiosity and run when this started getting strange. Instead playing pretend left him quite vulnerable.

Wait, was this part of an RP or forum or something? I don't want to disrupt anything just because I like the story.
I like the idea of this school...start over, have some experiential memory to learn lessons from for the next time around, and especially becoming a dragon! If I could, I'd apply.

I'd have to read and re-read and think about it. I'm glad to apply some seed to inspiration. Actually i've been working on some technical issues with my 3D modeling...age regression is easy with the model, but I need to work on the transformation bit. The last time I wrote something involving regression and transformation (apart from my own fursona) was "Lost in the Woods."
I'm already working with other artists...collaborations, mostly, trying to get my act together as an artist.

This person was probably a laborer, maybe a bricklayer working under master craftspersons...not so skilled as a tradesman, but wanting to learn a solid trade to master. He was literate from an early age, and had a thirst for knowledge, trying to watch and learn the purposes of the tools the craftsmen used and understand the design drawings of structures he was helping to build. He dreamt of putting his mind to work, instead of just his body, perhaps being an architect or even a mage!
However, his love of learning was unrequited, as he seemed to always hit some obstacle. Either he was overlooked or ignored by masters taking on students, or discovered by masters who already had too many students. As construction in Haverksberg seemed to increase, opportunities to access a library seemed less and less, and the obstacles between him and the learning he craved seemed more and more...not enough money for tuition, not poor enough to merit charity, and later...too old to enroll.
Well, I think Iscantra wasn't having any of THAT, was she?
After enrollment, he's likely to retain some of his literacy, and even enthusiastically help others in studies outside of class when he can. He's likely to be on par or a little behind with math and other skills, but determined to catch up and keep up. This doesn't mean he's always with his muzzle in the books...playtime (and the idea of flying) would be entered with enthusiasm, even in games of "pretend." "Don't worry, pwincess! I'll build you an impenetwab...impend...implod...imp....a stwong castle!" (Okay, so literacy doesn't translate to articulation...) And with a new childhood...he'd value real friends as much as learning.
With a new childlike outlook may come curiosity and mischief...not malicious...more like trying to sneak down to the kitchen, or more often, the library, and come up with new and creative ways to not get caught. (Probably one of the later ones resulting in..."How in the name of the goddess did you manage to end up on the CEILING?")
Morphology would probably be a western dragon, blue-green (aqua) scales.
