Moralar & Giko from "Nightmare City"
Moralar(blue one) is fooling with Giko(yellow one) by choking the neck with his left arm jokingly and grinding into the forehead with his right fist.
They are Moralar(Moraler/Morarā) & Giko (They are 2ch Cats) featured in "Nightmare City" duology: the flash animation duology released first in 2004 and made by an amateur flash animator "み～や"(mi~ya).

Yeah, maybe, they actually are very friendly with each other not fighing.
I don't think they are wearing Zentai suits with the heads, but I like it that they are more like slippery than bushy, so I imagine someone puts on zentai suit of their appearance, and he is transformed into them. It is also said an unremovable Zentai suit.
I think this flash animation duology might be a masterpiece in those. I'm glad I can help you remind it.

As for transforming into the yellow cat "Giko" by putting on a zentai, there is a drawing which a friend of mine made up for me: http://www.furaffinity.net/view/10849212/ ("Giko" is pale-blue in this case, but it is general.)
