His name is Skin, i don't know what he is.
Some people wear hoodies, Skin wears some people as hoodies. But only when the one he currently is wearing falls apart. He does take really good care of it, trying his best to keep it from decomposing.
Kinda like from silence of the lambs where that crazy guy wears people skin
