I always forget if she's supposed to be younger or older. In any case, it's fairly common for the elder or lead character to be shorter than their sibling/cohorts.
The real funny thing, so I hear, is that even in DK64 Tiny is actually taller than Diddy, and by extension, Dixie as well.

She only seems taller in DK64 because Diddy & Dixie are always in their cute little crouched stance, while Tiny stands straight. :)
Apparently the Japanese developers had no idea Dixie and Tiny were related when making these design changes, which certainly explains things.
