Well when the war breaks out Joe is on the 'Wolf Council' they are the wolves that create and enforce wolf law around the world. They have to go from keeping their species existence hidden from the human world to protected from the modern worlds armies and weapons. He plays many roles in the war, from coordinating with packs on how to attack or flee depending on the battle. To even things such as help small packs move out of war zones for protection. Councilmen are looked up to for guidance in harsh times since it's founding in the 12th century and even in wars packs still look to them for they are the best of the best, weather it is in intelligence or even strength.
Witch brings us to your second question. As for Joe, werewolves are naturally strong. Muscled werewolves are real common, even among turned wolves. Joe was born a werewolf and comes from a long line of Werewolves on his mother's side but both his parents are human. So when Joe shifted he showed great strength and even in the years after he shifted his strength grew as well as his muscles. But every one has a weakness and Joe's was a little gluttony. Not a whole lot but over the course of 14 years he is a werewolf up to the point the war began his belly grew over that time. Now don't be mistaken he is strong and his belly is smaller in human form but his is still a real power wolf.
Thank you for your comment, i hope this helps. :)

Well, Joe's siblings and parents are all human but he has alot of cousins and a aunt and two uncles who are werewolves.
This is because his mother's father (who is a werewolf) married a human and when a werewolf has children with humans and their child is born human, it is almost impossible for them to have a werewolf child unless it is with a werewolf. So that is why Joe is a rare case and has no werewolf siblings, bust still has werewolf cousins and other relatives.

ah, i see. guess the war would be something that's more on the mind than other things until everything having to do with it is settled down :P. assuming the wolf council members are older and more experienced than him, i'm guessing his first few moments there with the others would be something a little intimidating for him?
Joe did have a little bit of a hard time when he first joined. Him being the youngest member at that time and only knowing of the werewolf world for 4 years he had tones to learn. He over came obstacles over time and became well respected for he was god at listening and casting judgment fairly when enforcing wolf law.
