Well, it's not canon.
Zangol comes from a rom-hack of Pokemon Emerald called Pokemon Snakewood, and it's a fun, yet disturbing game.

My Zangol is named Nox, and the Zangoose of course is named Aladar
The main reason why Nox is shirtless is to show that Zangol have the skull on their chest instead of a bolt
