With the changes it stands out fine now, no problems visually.
One concern i have is the size, 600K is a bit big for a banner ad isn't it? The writing part is readable right away, but the brass animation is a tad jerky as it loads in.
The brass looks a tad blocky as well, i'm seeing lines and red pixels in it. Could you smooth it a little?
Looks good overall though

It's definitely eye-catching though, your eye gets drawn to the badge.
I'm not expert but could it be the size of the original badge picture making this huge? Maybe if you shrunked it down first, reduced the number of colours and gave it a smooth over before you throw it into the gif making machine?
*shrugs* I'm no expert though.

I would actually make it slightly narrower, thus zooming out a bit on the section that is actually moving, so that it doesn't have to move so much. Right now I think it's actually moving -too- much, and while having an ad that calls attention to itself can be good, there's a fine line between "right amount" and "too much." In addition, the great amount of scrolling means that it's hard to see the image since it's moving rather quickly.
You might consider touching up the acid-etched image a bit to make the details stand out more -- these things look better in person than they do in a scan, so you might need to work around that.
Definitely don't use a flash ad. I and many others have flash blocked completely so that it has to be clicked on before you see it.
