While apathy does play a role... two factors are to be kept in mind.
Helplessness before the enormity of a problem. The fear of being dragged into the problem.
Most people do not know how to repair people. They do not know how to deal with intense situations. They are not trained for it, they do not know how, they are not qualified. They are aware that if they try to get involved, it will not do anything. So they try to forget. They do not call for help (which would help). They try to shield their minds so that they do not feel guilt from something they cannot change.
The other, far less noble reason, is the fear of getting involved. Not all minds have empathy or pretenses of wanting the world to be a better place. Many are selfish and the most understandable form of it is the desire not to be troubled, not to have their ordinary lives be turned extraordinary. They deny what is happening around them, ignore it until it goes away, think that since it doesn't concern them now that it shouldn't ever, and only think that "It only happen to others".
Fear and helplessness. This kind of deadly mix is unfortunately very well-documented. But then, to charge recklessly can lead to nothing good.
And then, there is the concept of normality and insensitivity. This one is more in-universe, less universal. If in this world, those machines cannot be repaired easily even if one call for help, if machines have a lifespan as organic intelligences does... then maybe they do not react because there is no point, the machine having reached the end of its life. They try to ignore it, to deny what is happening and they hope that it will be somebody else's problem to clean up.
Where will this lead? Well, the next pages (if any) will probably anwser this question, if anything.

Sometimes I think 'what would I do?' and I tell myself that I would stop to help, but there is always this second thought that I won't know until something happens and I will decide to ignore and feel ashamed afterwards, or worse, not feel anything.
