Once a Lunarian, she now is reborn as a succubus, for it was the only way to get her forbidden love to be accepted.
Mephistopheles offered her a place in the netherworld, where no-one would question her love for Rukia Gomorrah. She now seeks equality in the mortal realm, so no-one would ever feel her pain.

Despite her cold looks, she's not cruel or evil at all. However, she wants to believe in Mephistopheles's ways, as he is the only one able to bring forth a world of chaos.
She thinks that in a world of chaos, no-one would question anyone's ways, thus allowing her to be with her lesbian lover Rukia.
And so she came to serve Mephistopheles.

Eventually she comes across Luna.
At first, Concordia sees Luna as a fool for trying to resist Mephistopheles, but as the story goes on, she starts to see more and more of the Lunarians' resolve in Luna.

Starting to question her own ideals, Concordia eventually becomes Luna's friend.
She offers Luna information, which would help her in her quest of defeating Mephistopheles.

Concordia Sodom's first name is named after the Avenue Concordia.
Much like Rukia Gomorrah, her last name is named after the cities of Sodom and Gomorrah in biblical tales, which were destroyed in a fiery rain, due to the cities being essentially lawless, where things like rape were a common occurrence.
Hence why Concordia, a succubus, is named after such.
