This is an alternate version of Batman whose real name is Timon Vicar. He's from a Catwoman comic that takes place during the 1400s. Timon's the son of a king leading a religious war on Ra's al Ghul, who in this comic is a "cat man" and lord of the House of Selene. But Timon ends up being forced to team up with al Ghul's daughter Talia after she saves him from some highwaymen. And yes he spends most of the issue in the freezing cold wearing a loincloth.
