Someone somewhere decided that this creature wasn't scary enough on its own apparently and felt the need to enhance it with spooky sounds.
The whole point in Puzzle League is that the Pokemon had progressively more aggressive cries depending on the size of the attack you launch on your opponent. Cloyster never got any louder...instead, his attack sounds just got more and more evil sounding.
