It was supposed to be a nod to Primal. They wanted to do it originally with what became Energon Prime but the faceplate-closing gimmick didn't get worked in and he kind-of lost it along the way. So they gave it to Galaxy Convoy.
Part of the idea was "putting on the faceplate" was supposed to show "he means business," I think.

As for Prime with lips...er...um...I dunno.
I mean, he doesn't have lips for the little girls to lock on to in KiSS players- so why does he need them here! (of course i'm kidding XD) Though I must say, nothing better then a steamy kiss on a metal face plate!
