I figure out a setting for these two characters
He is my Absol's best friend.
Absol is the one who predicts incidents and disasters.
This Umbreon is the partner who assists him to rescue others.
Although the Absol is viewed as the one to bring the unfortunate,
the Umbreon still wants to help Absol and to be his partner!
