She probably wields the shepherd's crook because it can deal a respectable amount of non-lethal damage without a restrained attack penalty. Weapon enchantments make it even better once you can afford those. Paladins who take their virtues seriously can get quite creative in choosing their weapons. After all, if you're a paladin and you're not literally fighting demons, are you really that eager to bloody your blade? They're probably the only character class you'll ever see using platemail and bolas simultaneously.
