Well originally I was imagining him (along with the other species/characters in the Rivermeet story yet to be seen), as having shoulders and other joints flexible enough to allow easy access. Nowadays, I think that if he lies on his back or side and worms it on he could fasten the buckle. There's supposed to be a simple buckle attached to the straps that keep it in place, which would be even easier to keep it on, but you can't see it here.
