Elera can be a woman of means, so whenever she moves to a new city to set up shop, she knows how to make sure she can do so without unnecessary attention. After all, some of her business dealings can be a tad on the shady side (to say the least).

Elera can certainly be very ‘persuasive’ with her arguments, although I sense it will be something else that will seal the deal here.
To be fair, why anger someone that powerful, when you can instead work together to make the city better and relations smoother all around.
