Douchebag didn't give you pass on fuelcap? wth!
Did you give it any kind of tune-up before you did this? Doesn't look like all the fuel is being burned. Do the basics first; Cap, wires, plugs. Shouldn't cost much. If this doesn't lead to a significant and also probably noticeable improvement while driving, try adjusting the timing.
Last resort, and probably most expensive of course, replace the catalytic converter. If it's gummed up with unburned fuel, it can't do it's job.

This is the first time the car has been drivable in 10 years, the mechanic that put it together said we can bring it back so they can adjust the timing. THey wanted us to run the car a bit to loosen things up. When we drive the car back to the mechanic he is going to do the ignition timing.
And after looking at the cap, i can see why. the rubber around the latch is cracked badly. as in it almost crumbling. 90% of the car is still Factory.
