Like it says above, this is a jig. Specifically, this is a custom-made jig for gluing freight car chassis for my On30 model railroad.
Side note: For those who don't know, On30 means "O" scale, which is a 1:48 ratio (or in simpler terms, 1/4 inch is a scale foot), "n" which denotes narrow gauge (less than standard railroad gauge of 56.5"), and "30" which is the distance between railhead centers (30 inches, in this case; other common narrow gauge sizes are 24" 18" 36" and 42"). Basically it is a fancy way of saying I model O scale but using HO gauge track and locomotive chassis to keep cost and space requirements down.
