This is Nebuleo, the Starcats city. Small but widely spread the city lives alongside with nature and the wild, it's in the warm climate. Nebuleo is the only peaceful city under resistance's control and the only place you can find Luceiry's dragons living closely with people. They're not actually dragons but in lack of a better name, they're just flying scaley things but posess no magical powers. Nice glowing mouths at least!
