SHIELD take care of the Underworld, Criminal sydicates/Societies of supervillain, Smuglers, serial killers (both regulars and superpowered), counterintelligence,paranormal treats(magic, aliens) and Supervillians of the kind of "what hell is wrong with them" (You know like the ones from batman or the X men that once you thake out magneto and ras al gul all the rogue gallery are a bunch of complete monters and psychos )
