i finish all the frames in sai and then export it as a psd file, you can work right on photoshop tho
once you have all your frames done, each as a seperate layer, go to window -> animation
from there a small window will popup which will allow you to make ur animation! there's a small page symbol (looks like the one used for opening new layers), click on it. that will create a new frame! you can go back and forth between frames and change them as you want.
for the animation, hide all the layers except of the first one in your animation, then create a new frame and un-hide the second frame. do that with all your frames. at this point you should have a running animation you can check via play button! there's a small arrow beneath each frame that should have 0.sec written next to it. you can click on the arrow and it'll allow you to choose how long you want each frame to show. you can choose between the choices it gives you and customize a time. i usually use 0 for in-between animation, 0.7 for secondary standby (main frame), 0.5 for standby (minor-main frame), and 0.2 for jump pixels (both frames)!
after you're pleased with your animation (it may look a bit slower in photoshop than itll be rendered btw!) go to file -> save for web and services. don't mess with anything you don't know, but keep color count as high as possible. then click save, and you're done!
if you want to resize a pixel animation, after you're in the save screen chage the pixel canvas size it shows at the end, and make sure it's set to "nearest neighbour" quality
